Participants in the River City Racing Club International Model Powerboat Association-sanctioned race that will be held at the Mt. Vernon-Outland Airport lake today and Sunday check out their boats and the lake conditions on Friday afternoon. The River City Racing Club, based in Evansville, Ind., is returning the event to Mt. Vernon after being absent for eight years. “It’s been a long time since we had model boat racing in Mt.
